Early dialogue and FSC

SCA offers the opportunity for early dialogue before the statutory consultation process begins in connection with a potential wind power development. Early dialogue is part of our commitment to the responsible use of land and natural resources.

Early dialogue provides an opportunity to submit comments before SCA has entered into a land use agreement with a developer, or when SCA is developing a wind power project itself.

The dialogue remains open until any permit has become legally binding. Comments received are compiled by SCA and shared with the developer, or handled within SCA if it concerns a project developed by SCA.

If a project will change its status and start the formal process of filing an application for an environmental permit SCA will pass on your information to the project developer for the area and give them an opportunity to give you feedback. Wind power areas on SCA’s land

The map below provides an overview of wind power areas on SCA’s land – both ongoing projects and areas that may have potential for future wind power development.

The areas are divided into four project phases:

  • Early dialogue
  • Project planning
  • Construction
  • Operational

Areas that may have potential for future wind power development, but where project planning has not yet begun, are classified as early dialogue.

At present, one area in Gävle is missing from the map, even though it is classified as early dialogue.

Certified forestry

SCA’s forestry operations are certified according to FSC® (FSC®004466) and PEFC (PEFC/05-23-131). This means that SCA follows guidelines for responsible forestry, taking into account natural values, cultural heritage, outdoor recreation and other interests.

SCA manages its forests with a long-term perspective, with the ambition of both producing renewable raw materials and preserving and developing the forest’s other values. SCA has set aside areas with high natural values from forestry operations. When land is used for other purposes, such as wind power, these values must also be taken into account. Wind power developments must also consider recreational values and the local economy.

Early dialogue is part of the FSC requirements when planning wind power development on certified forest land. The FSC standard includes requirements for informing affected stakeholders about potential wind power areas and giving them an opportunity to provide feedback before project planning begins.

Requirements for developers

The requirements that apply to SCA’s land complement the statutory permitting process for wind power. The developer is responsible for complying with these requirements and for passing the information on to any subcontractors.

This includes, among other things, that:

  • SCA publishes information about current wind power areas and developers on its website. The information remains available for as long as project planning is ongoing.
  • Project planning may begin no earlier than three months after the area has been published on the website.
  • The developer must register the project in the Swedish Energy Agency’s mapping service, Vindbrukskollen, and keep the information up to date.
  • The developer must offer local stakeholders a physical information meeting before the statutory consultation.
  • Local residents, reindeer herding communities and other affected stakeholders must be given the opportunity to receive information and provide feedback.
  • The relevant reindeer herding community must be contacted to identify areas of importance to reindeer herding and determine appropriate considerations.
  • Feedback received must be reported to SCA and addressed in the project’s continued permitting process.
